Ideally, you would want an ad with a 100% ad rank, but those are not always the best ads to choose. You want an ad with a high ranking, but not too high because also the competition will be high. What is more, with the highest ranked campaigns, you will have to pay higher for clicks which can deplete your budget. I like to stay with campaigns that rank between 50-70%.  I have had some successful campaigns with lower ranking ads, however you never know how they will perform.
